Hillsborough County Jail Roster Overview

The Hillsborough County Sheriff's Office runs the county jail roster through its Arrest Inquiry tool, which the site also labels "Who's in Jail." It is a free public portal protected by reCAPTCHA, not a third-party data broker. HCSO says the database lists people currently in jail and includes charges, bond amounts, and booking photos. It also reaches back to adult arrests since January 1, 1995 where the agency holds an electronic record. The listing updates every 30 minutes after a booking is entered into the Jail Management System, and a released person stays visible for 90 days after the release date.

The county roster does not cover everyone. Once a person is sentenced to state prison, they leave HCSO custody and appear in the Florida Department of Corrections locator instead. Federal inmates show up through the Bureau of Prisons, and immigration detainees through ICE. None of those systems uses the county booking number, so a failed roster search often just means the person moved to a different custody level.

How to Use the Hillsborough County Inmate Roster

The roster lives on the sheriff's web application and opens to a search form with an Important Notice at the top. Read that notice first, because it explains the 24-hour delay for new arrests and the 90-day post-release window. With a name or booking number in hand, the search itself takes only a moment.

1. Open the HCSO Arrest Inquiry portal and read the Important Notice.
2. Enter the name as Last Name, First Name, or type a known booking number for the cleanest match.
3. Add date of birth, and check Include Arrest Details when you want charges and bond in the result.
4. Complete the reCAPTCHA, click Search, and open the profile for charges, bond, and booking photo.

The public form is what most readers use. A look at the official Arrest Inquiry search screen shows the booking-number, name, date, race, sex, and date-of-birth fields, plus the reCAPTCHA step.

That same screen carries an Authorized Member log-in, but full access is limited to law enforcement, select bond-industry users, accredited media, and recognized bar-association users.

Finding County, State, and Federal Inmates

Custody level decides which system holds the record. Pretrial and short-sentence inmates are in the county jail and on the HCSO roster. A sentenced felon is in Florida DOC custody and searched through the state locator. Federal inmates use the Bureau of Prisons, and immigration detainees use ICE. Hillsborough County Jail Facilities

The county runs two jails in Tampa, both reachable at the same general information line. Orient Road Jail handles booking, bond, and release. Falkenburg Road Jail is the larger housing facility. The same arrest inquiry covers inmates at both, so there is no separate Falkenburg-only roster.

Booking Process in Hillsborough County

Booking is centered on Orient Road Jail's Central Booking function. After an arrest by HCSO, Tampa Police, or another agency with jurisdiction in the county, staff enter the person into the Jail Management System, which creates the record the roster draws from. Intake includes a security search, property handling, identification, fingerprints, and a medical and mental-health screen before classification assigns housing. HCSO says phone calls are free in Central Booking so a newly booked person can arrange bail.

The record then appears on the public roster within 30 minutes of JMS entry, although new arrests are held out of general listings for the first 24 hours and must be found by name during that window. If bond is set, it may show on the roster, and a person who is not released moves on to first appearance and court processing.

Visitation Hours and Rules

HCSO changed its visitation rules on October 28, 2025. The on-site visitation center closed, and all public video visitation is now remote through the SmartInmate vendor. Video visits become available once an inmate is assigned to housing, and each inmate receives two hours of prescheduled no-cost video each week. Qualified professional visitors still meet in person.

Note: confirm a person's housing assignment before scheduling video, since visits are not available during the booking stage before housing.

How to Contact a Hillsborough County Inmate

Mail rules also changed on October 28, 2025. Personal mail no longer goes to the jail. It must be sent to the inmate's name and booking number, care of the Mail Processing Center, PO Box 9115, Seminole, FL 33775-9115. Personal mail sent to an HCSO facility is returned to sender. Legal and privileged mail is the exception and still goes to the housing facility, either Orient Road Jail at 1201 N. Orient Road or Falkenburg Road Jail at 520 N. Falkenburg Road, Tampa, FL 33619. Phone service is outgoing only, generally 7:30 a.m. to 10:30 p.m. in general population.

A roster search can fail for reasons that have nothing to do with whether the person is in jail. The most common is the 24-hour rule: a brand-new arrest is kept out of general listings for the first day and must be found by exact first and last name. Other dead ends come from common surnames, a recent release that still shows inside the 90-day window, or a transfer to a different custody level. Records Requests and Arrest-Record Corrections

When the online roster does not have what you need, the documented fallback is a public-records request to HCSO under Florida Statutes Chapter 119. The Public Records Unit coordinates all requests through the GovQA Public Records Center, where a request can be submitted, tracked, and downloaded. Requests are handled in the order received, and a voluminous or research-heavy request can require a deposit before records are produced. Because Florida email addresses can themselves be public records, HCSO offers phone, mail, in-person, and anonymous request options for people who do not want an email released.

Arrest-record problems have their own paths. A factual error, such as a wrong arrest date or a transposed character, is fixed with HCSO's Error Correction Form, mailed to the Captain of Intake Operations Bureau at 1201 N. Orient Road. Commissary, Funds, and Custody Notifications

HCSO links three vendors for inmate money and goods. Communications funding for phone, video, and messaging runs through SmartInmate. Commissary account deposits go through GTL. Authorized commissary packages are sent through iCare, and ordinary packages or periodicals are not allowed. HCSO does not publish a deposit-fee table, so confirm current fees on the vendor pages before paying.

For release alerts rather than a one-time search, VINELink offers custody-status notifications where the agency participates. The VINELink notification portal can tell a registered user when a custody status changes.
